Policies and laws on the development of science, technology, and innovation through public-private partnerships

In recent years, the Party and the State have introduced a comprehensive framework of guidelines, policies, and strategies aimed at establishing and reforming management mechanisms and investment approaches to foster the development of science, technology, and innovation. However, numerous legal documents either lack essential provisions or contain inconsistent and uncoordinated regulations regarding investment through the public-private partnership (PPP) model. This has exposed a legal gap that may pose a systemic barrier to the swift and sustainable advancement of science, technology, and innovation in the near future. This paper is divided into three sections. The first section provides an overview of public-private partnerships and their application in the fields of science, technology, and innovation, with a focus on examples of ongoing and completed projects both globally and in Southeast Asia. The second section critically examines Vietnam’s policies and legal framework related to public-private partnerships. The final section presents innovative solutions to enhance the implementation of this cooperation model in Vietnam’s science, technology, and innovation sectors, thereby contributing to the achievement of the objectives set forth by the Party and the State
